Launch of the NCEE Higher Education Mobilisation strand – Implementation Plan
In response to the NCEE recommendations, the DCSF has published its plans to promote better links between universities colleges and schools to help improve achievements and aspirations for young people.
The National Council for Educational Excellence (NCEE) made its recommendations in October 2008. The Government has now published an implementation plan with measure to raise and support HE aspirations which include:

Discussions between the DCSF and Ofsted on how best to ensure that the inspection process focuses effectively on advice and support for young people in the revised draft Ofsted inspection framework and supporting guidance that will be issued shortly (Action 2).

Further support for the campaign to promote STEM subject choice and careers including the Science [So What? So Everything] initiative (http://sciencesowhat.direct.gov.uk/) (Action 9)

DIUS and DCSF are working together to improve HE-related IAG, as part of a broader programme of work leading to development of an IAG strategy in the spring (Action 16)

the DCSF expects head teachers to assign responsibility for securing high quality, impartial IAG provision to a member of the senior management team within the school (Action 20)

the National College for School Leaders (NCSL) has identified IAG advocates among school leaders and is working through them to identify and disseminate examples of effective practice. Case studies on effective IAG practice produced for school leaders will be published in May 2009 and a dedicated NCSL conference on effective IAG practice will follow in July 2009 (Action 21)

the Training and Development Agency for Schools (TDA) have been commissioned to develop Continuing Professional Development (CPD) training resources for teachers to develop understanding of the importance of IAG. A draft TDA CPD strategy (which is expected to prioritise IAG) will be published in March 2009. In addition, DCSF have asked the TDA to look at how they can develop support for all KS4 and post 16 teachers to include awareness of pathways for progression through the 14–19 phase of education (Action 22).

Key Stage 2 Pathfinders (September 2009-July 2010) will pilot early careers-related interventions with a view to embedding effective practice into primary schools from 2011.

New, high quality up to date classroom materials, resources and briefing will be published by spring 2009 to help teachers provide more effective inputs on HE as part of the DCSF’s Careers Education Support Programme (Action 24).
