Public consultation on the introduction of the Pupil and Parent Guarantees

The Pupil and Parent Guarantees (PPG) bring together in one place an account of the key components of a good education with the focus on pupils and parents. This will ensure that parents and children understand what they are entitled to expect from schools. It will also make clear the responsibilities of parents and pupils in supporting schools to do their best for children.

The full text of the PPG and the consultation questions can be found here.

In relation to CEIAG, the Government is proposing:

  • Guarantee 3.6: All pupils in Years 7 to 11 have access to high-quality careers education and information, advice and guidance so they can make informed choices about learning, work and lifestyles and are well supported during transitions
  • Guarantee 6.11: Parents get high-quality information and advice on the career and subject choices open to their child.

In summary the Guarantees will:

  • Introduce important new entitlements to ensure all children and young people get the best possible education and outline existing provisions
  • Relate to one or more of the pupil and parent ambitions set out in the Children, Schools and Families Bill
  • Build on Every Child Matters, the Children’s Plan, the White Paper (Your child, your schools, our future: building a 21st century schools system)
  • Outline targeted interventions and support that will need to be provided for some children because of their particular needs and circumstances
  • Provide a clear way to put things right if they go wrong.

The PPG comes into effect September 2011. Please note that therefore the draft of the PPG is describing things that will have, by that point, already come into effect and so is written in the past tense.

The consultation will conclude 5 April. After a period of analysing the results, the DCSF would aim to publish the report by the end of June. The Secretary of State for Children, Schools and Families will consider responses to the consultation before issuing the Guarantees.
